SCOPE OF WORK

Position: Communications Manager

Project Background:

The USAID Karnali Water Activity will create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate Water Resource Management (WRM), watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders systemwide.

Purpose:

The Communication Manager will work under the supervision of the Chief of Party (CoP) in managing aspects of Communication, Learning, and Adaptation, and will lead in the development and dissemination of USAID Karnali Water Activity's communication products. S/he will manage all internal and external communications promoting collaboration and effective knowledge exchange among activity implementing partners and external stakeholders.

Responsibilities and Key Tasks:

  • In collaboration with USAID Karnali Water Activity team lead and prepare periodic reports (Monthly, Quarterly and Annual) and contractual deliverables.
  • Comply with USAID requirements for Branding, Marking and Communications, obtaining all appropriate approvals and using required formats.
  • Compile and document lessons learned and technical materials of benefit to project stakeholders and USAID.
  • Coordinate and strengthen capacities of M&E and Communication Coordinator(s) to collect quality field-level information (photographs, stories and Videos).   
  • Identify and lead campaigns targeting key stakeholders, to influence and to optimize project visibility.  
  • Regularly feed social media content from activities, events, and field visits, promoting visibility, and increasing presence on USAID and DAI platforms.
  • Engage with local, national, and global media when appropriate and needed to enhance the Activity's profile and reach.
  • Encourage the project team for learning, and knowledge-sharing internally and with the external stakeholders. 
  • Build the capacity of the project's team for effective communication, photography, and storytelling.
  • Orient project team to ensure communication ethics complying with the organization's and USAID requirement.
  • Review and update the Learning and Communications strategy. 

Qualifications:

  • Master’s degree with 10 years of experience or Bachelor’s degree with 13 years of experience in communications in strategic communications, public relations, or research & learning, preferably in the service of large donor-funded project in the areas of environment, WASH, NRM, and/or governance. (Subtract one year of experience for applicants from excluded groups).
  • Experience in marketing communications, information management, public affairs, public awareness and/or media. 
  • Communication skills developed in a marketing or advertising firm, or in media.
  • Experience in producing and managing teams to produce effective, clear, accurate, relevant, and visually compelling products that leverage multimedia and graphic design best practices.
  • Ability to present data, results, impact, and information in a compelling and tailored way to different audiences and cultures. Strong research skills in quantitative, and qualitative methods and communicating findings to diverse audiences.
  • Experience communicating across various social media platforms and using analytics to maximize reach and impact.
  • Demonstrated expertise engaging colleagues and geographically dispersed external partners and influential experts in supporting and implementing a multilayered, objective-driven project communications & learning strategy.
  • Excellent written and spoken English and the ability to communicate across technical disciplines and with non-technical audiences.
  • Sensitivity to cultural diversity and an understanding of political and ethical issues surrounding the DAI’s work.

LEVEL OF EFFORT, LOCATION, AND REPORTING

The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of the project. The Communication Manager reports to the Chief of Party.  The position is based in Kathmandu.
