Project Description
Deloitte Consulting is the implementing partner for the USAID Urja Nepal Project (Urja Nepal) based in Kathmandu. The purpose of Urja Nepal is to create a financially viable electricity sector that provides affordable, reliable, and secure power and enables the entry of private investment into the Nepali market. This is a five-year program and that concludes in late 2025 and is based in Kathmandu.
Objective
The Climate Finance Transaction Advisor will provide strategic advisory services, implement project management support, deliver technical activities, and advance outcomes in Nepal on projects related to sustainable and/or climate finance for the energy sector. The advisor shall leverage their professional experience and networked connections to facilitate the technical design, implementation, and delivery of outcomes. This is anticipated to be a part-time (50%) or full-time position, depending on the candidate’s qualifications and availability.
Scope of Work
Project Management
- Manage, implement, and provide strategic input into multiple climate finance-related activities with the ultimate aim of building capacity, developing knowledge products, and helping direct domestic and/or international finance into emerging energy sectors (e-Mobility, energy efficiency, etc.).
Advisory Services:
- Provide targeted transaction advisory assistance to relevant private sector actors (including, but not limited to, developers, sponsors, suppliers, and investors) on green finance, climate finance, green taxonomy, and adaptation projects.
- Assist in the preparation and participate in appraisal assessments to collect and analyze all necessary economic, financial, legal, market, and technical information/data required to evaluate potential energy projects and inform competitive tender design.
Project and Financing Structuring:
- Advise on structuring projects for independent solar power producers and public-private partnership arrangements with a focus on green and climate finance.
- Provide transaction advisory services to private sector companies for projects deemed priorities for Urja Nepal to achieve financial close, with an emphasis on green finance, climate finance, and innovative finance mechanisms.
Development of Strategies and Policies:
- Participate in the development of strategies, policies, procedures, papers, briefs, and various reports relating to the financing of energy projects and competitive procurements, with a focus on climate finance and green taxonomy.
- Develop and promote innovative finance solutions such as green bonds and blended finance structures to support sustainable energy projects in Nepal.
Liaison and Partnership Development:
- Liaise with other development partners to identify opportunities for financing and other partnerships in the realm of climate finance and green finance.
- Conduct investor outreach and education, identifying strategic new private sector and other potential partners interested in green and climate finance.
Qualifications/Requirements
The Climate Finance Transaction Advisor should have the following qualifications:
- Minimum Master’s Degree or its equivalent in a relevant field of study (engineering, finance, environmental science, etc.) supported by a minimum of 6 years of professional experience in the energy sector.
- Proven track record of processing and executing complex transactions in energy and/or climate finance, including the use of innovative blended finance structures.
- Strong knowledge of domestic and international climate finance principles, including relevant legal frameworks, regulatory barriers, emerging policies, as well as the opportunities and challenges to scale.
- Strong knowledge of relevant climate finance windows, funds, and application procedures.
- Strong financial modeling expertise, particularly in the context of green finance and innovative finance mechanisms.
