Panchtara Yuwa Samrakhak Manch (PTYSM) is a non-profit, non-governmental humanitarian and development organization registered with the District Administration Office, Jajarkot, and affiliated with the Social Welfare Council. Established in 1997, PTYSM is run by dedicated young development professionals and social workers with extensive experience in rural development. Operating in Karnali Province, the organization focuses on improving food security, nutrition, livelihoods, education, disaster risk reduction (DRR), humanitarian response, protection, and disability inclusion for marginalized communities. PTYSM’s mission is rooted in equity, inclusion, and resilience, with a commitment to ensuring that women, disadvantaged groups, and persons with disabilities benefit from its interventions.
PTYSM, in collaboration with Save the Children International is seeking qualified Civil Engineers to support for Detail Damage Assessment (DDA) in Chhedgad Municipality, Jajarkot, following the guidelines provided by the National Disaster Risk Reduction and Management Authority (NDRRMA).
SCOPE OF ROLE:
Report to: Engineers will report to NDRRMA for required information, consultation, and approvals.
Length of Contract: 45 days (Short term)
Purpose of the Detailed Damage Assessment (DDA)
The Detailed Damage Assessment (DDA) is crucial in understanding the impact of the earthquakes on buildings and for the preparation of planning for reconstruction and recovery of buildings and infrastructures damaged by the disaster. The main objectives are:
- To evaluate the structural integrity of buildings to determine if they are safe or not.
- To prepare the cost of reconstruction, rehabilitation, or retrofitting of the buildings and other infrastructures damaged by the earthquakes.
- To prepare a plan for reconstruction and recovery, considering municipal governments as planning units.
- To identify potential hazards and risks associated with damaged and non-damaged buildings.
- To involve relevant government and non-government agencies and affected communities in the assessment process to understand their needs, concerns, and priorities, considering at least a fifty-year planning horizon.
- To document the damage through data collection, reports, and photographs, providing valuation information for recovery and reconstruction planning.
- To contribute valuable data for study and research in the areas of improving building construction practices and disaster preparedness.
Key Responsibilities:
- Understand the questionnaire and the process of grading the damage to affected buildings.
- Conduct on-site Detailed Damage Assessment as per assessment instructions in the assigned application within the allocated time frame.
- Collect quality data and information, including accurate GPS coordinates, good-quality photographs, accurate size and area, right categorization of type, nature, and grade of damage, and a clear understanding of various typologies and their components.
- Re-conduct the survey if the quality control team rejects the assessment due to unacceptable quality issues, within a maximum of 2 working days.
- Represent NDRRMA as an individual surveyor with a code of ethics, utmost sincerity, and transparency.
- Submit the collected data to be verified and approved by the focal person from NDRRMA and the supervisor for final submission and payment.
- Assist the focal person in survey planning.
- Participate in daily review meetings and interact with the NDRRMA focal person on any problems or needs to be raised.
- Report daily to the assigned NDRRMA focal person.
- Perform other tasks as directed by the NDRRMA focal person.
Qualifications & Experience:
- Bachelor's Degree in civil engineering from recognize university with a license from the Nepal Engineering Council. However, sub-engineers with more than two years of experience in the National Reconstruction Authority, who were directly involved in surveys of households affected by the 2015 Gorkha earthquake in Nepal, are also considered.
- Strong knowledge of building codes, seismic safety standards, and post-disaster damage assessment methodologies.
- Experience with structural retrofitting, reinforcement techniques, and disaster recovery programs.
- Familiarity with AutoCAD, GIS, structural analysis software, and MS Office Suite is an advantage.
