TERMS OF REFERENCE FOR THE HIRING OF CIVIL ENGINEER

FOR

EMERGENCY SHELTER PROJECT IN ROSHI - KAVRE

Position Title: Civil Engineer (1 Nos.)

Working Station: Roshi Rual Municipality Ward Number 1 & 3 – Kavre

Length of contract: 3 months (Full Time)

Job Level: Mid Level

Responsible to: Program Director and Country Representative

Background

ASIA is a humanitarian development organization working for the achievement of the millennium development goals in the interest of people in need of aid, without distinction of race, faith, religion, or nationality, and it has been supporting multiple projects in Emergency, Agriculture, WASH, Education, and community building construction projects in Nepal since more than 20 years.

At present ASIA is supporting the flood affected rural municipality of Roshi in Kavre District.

Currently ASIA Nepal office is looking for qualified Nepali Nationals for the position of Civil Engineer to provide guidance to local villagers, supervise and monitor the temporary housing and temporary toilet construction activities on-site.

Qualification and Experience:

• At least Bachelor Degree in Civil Engineering
• At least 3 years of experience in the building/civil construction/emergency sector and have at least supervised the emergency interventions.
• Must have knowledge in guiding the local villagers about the measurements and land requirements for the construction of temporary shelter and toilets.
• Must have computer skills on AutoCAD and Microsoft Office package.
• Good knowledge in documentation, report writing, and presentation
• Good Communication skills in Nepali with great motivation working with villagers.
• Ability and willingness to work in team and to work under pressure in building construction site
• In-depth knowledge of engineering, technology, building, construction, and design
• Must have good communication and staff management skill
• Must have skills in using Level Machine, Theodolite and total stations
• Demonstrated ability to:
  • Communicate effectively with villagers, rural municipality representative, ASIA representative, masons and project staffs to work efficiently towards project objectives and targets.
  • Commitment to integrity, responsibility, discipline and moral values endorse in the project location within the premise.

Duties and responsibilities:

• Day to day management of the site, including supervising and monitoring the site labor force and the work pursued by the households.
• Undertaking of necessary measurements for the construction of temporary shelters.
• Receiving instructions from the municipality and ASIA and act on time
• Immediate information to the Program Director for any obstruction to the progress of the work
• Ensure implementation of construction activity in line with the design provided for temporary shelters and toilets.
• Act as a main technical adviser at village and ensure that all materials used and works performed are in accordance with the specifications.
• Support the villagers to plan the work and efficiently organize the site in order to meet agreed deadlines
• Take measurements of the completed works and prepare measurement book along with the photographic evidence.
• Maintain the record of the start, progress and completion of the works.
• Perform Quality Check of construction and quality assurance of labor works.
• Work in direct coordination with the ASIA Program Director to carry out any other assigned task.
• Prepare and submit project (work) progress reports as per the required format
• Other task as assigned by ASIA.
