Responsibilities:
ECODIT is seeking a qualified Chief of Party (COP)for the anticipated four-year USAID Nepal e-Governance Activity. The purpose of the Activity is to strengthen the e-Governance ecosystem of Nepal for equitable, accessible and quality service delivery to citizens. The Activity has following three objectives:
- Objective 1: Identify, Develop, Implement, and Scale Up integrated e-Services
- Objective 2: Skill building to Government of Nepal (GON) and private sector stakeholders to design, operate and maintain data platforms and e-Services
- Objective 3: Enhance accessibility of e-Services in targeted locations
The COP will be based in Kathmandu, Nepal and will bear primary responsibility for the strategic direction, overall coordination, and management of the Activity, including oversight of financial and contract management. S/he will be responsible for ensuring compliance with USG rules and regulations. The COP will serve as the primary interlocutor with USAID and key stakeholders in Nepal. S/he will ensure the program meets stated objectives and reporting requirements in a timely manner. The COP will assume the leadership role in coordination among various partners, subcontractors, and donors. The COP will also work closely with the ECODIT Home Office Project Manager (HOPM) and other Home Office (HO) support staff and will serve as an important link between USAID and the ECODIT HO. Specifically, the COP will:
- Serve as the primary point of contact with USAID on day-to-day implementation and award management and oversee achieving activity results;
- Assure that all assistance provided under the Activity is technically sound and appropriate, and adequately manage and supervise all work performed under the activity;
- Lead a diverse team of international and local experts to achieve activity targets, produce high-quality deliverables, and nurture partnerships with key stakeholders and other donors;
- Ensure quality control of deliverables and the overall responsiveness of technical assistance provided under the activity, including necessary adjustments to operations to match USAID requirements;
- Manage productive working relations with relevant Nepali government counterparts and entities, and maintain effective coordination with other donors, including innovative participation by a wide array of civil society organizations and the private sector;
- Coordinate closely with the ECODIT Home Office (HO) on all programmatic and contractual related matters; and
- Ensure compliance with all applicable USAID and host-country regulations.
Required Qualifications
- A Master’s degree, JD, or PhD in a relevant field (e.g., Data Management, Technology, Political Science, International Relations, Public or Business Administration); or Bachelor’s degree with five additional years of relevant work experience
- 10+ years of relevant work experience, including experience in managing and implementing projects focused on digital governance and the IT sector
- Experience managing complex contracts with similar size, complexity and scope, preferably in a COP or Deputy COP role
- Ability to coordinate and cooperate with a wide range of stakeholders including the Government of Nepal (GON), USAID, and other donor programs
- Strong management skills and ability to supervise and work with a range of technical staff and develop professional relationships with counterparts, stakeholders, and subcontractors
- Flexible and adaptive management capability with experience in adaptive management approaches in complex operating environments
- A solid grasp of the sensitivities and demands of an IT-intensive activity
- Fluency in digital literacy
- Understanding of the pathways for, and challenges to, impactful digital governance in Nepal
- Excellent English written and verbal communication skills
