CALL FOR PROPOSAL TO CONDUCT  

PROJECT EVALUATION OF UMN’S "Pro-ACT" PROJECT 

United Mission to Nepal (UMN) has been serving the people of Nepal since 1954. With funding support from HimalPartner, UMN and its local partner organisation, Nepal Public Awakening Forum (NPAF), has been implementing a five-year Advancing Community Transformation Project (Pro-ACT) in Bhume Rural Municipality (RM) and Putha Uttarganga RM of Rukum East District from 2021 to 2025 as part of its first project cycle.

The project worked with women, children, adolescents and youth, health workers, and health mother groups as targeted beneficiaries for psychosocial support. The key stakeholders were local & social leaders, traditional healers, health facilitators, the Health Facility Operation and Management Committee (HFOMC), RMs and wards. The project’s goal was to enable poor and marginalised communities, especially those with mental health problems, to enjoy a healthy and dignified life in Rukum East District.

UMN is seeking a consultant to design and conduct an end-of-first-phase project evaluation in Rukum East District. The evaluation will assess the project based on Organisation for Economic Cooperation and Development (OECD)/Development Assistance Committee (DAC) criteria, UMN’s cross-cutting themes, and Key Evaluation Questions (KEQs). It will also provide actionable recommendations to contribute to the design of the second project cycle from a critical perspective. This advertisement has been published to invite applications from individuals and consultancy firms to undertake this project evaluation. Details of the scope, objectives, timeline, methodologies, and qualifications for the consultants have been provided in the Terms of Reference (ToR), which can be accessed at www.umn.org.np/consultancy

All interested and experienced individuals and companies with PAN/VAT registration and who meet the requirements and qualifications are encouraged to apply. Applications should include a letter of interest stating why you are best suited for the assignment, a technical and financial proposal, a detailed CV, and copies of the consultant's latest academic certificate. The application must be submitted no later than 28 March 2025.

Shortlisted candidates will be invited to participate in an assessment process. We especially encourage applications from women and marginalised groups.
