CALL FOR PROPOSAL TO CONDUCT 

EVALUATION OF UMN’S “CYCC” PROJECT

United Mission to Nepal (UMN) has been serving the people of Nepal since 1954. UMN, with funding support from Transform Aid International (TAI), has been implementing the “Child and Youth for Community Change (CYCC)” project in Kapilvastu Cluster in partnership with a local partner, Dalit Social Development Centre (DSDC). This is the end of the Second Phase of Project Evaluation covering a period from Jan 2019 to July 2022 (Phase I) to July 2025 (Phase II). 

The proposed intervention “CYCC” works with community structures including 25 Child Partner Management Committees (CPMCs), Youth Clubs, schools and Self-Reliance Groups (SRGs) to address issues like education, health, and child protection. This project aims to improve access to education (especially for Muslim girls), enhance local health services, raise awareness about child protection, and empower children and youth to actively participate in decision-making processes. The project uses a value-based (Rupantaran) approach to transform attitudes and behaviours, while also implementing Participatory Action Reflection (PAR) to encourage community involvement in planning, implementing, and reflecting on solutions to issues like child marriage, labor, and girls’ education. It works through strong partnerships with key stakeholders including children, youth, parents, teachers, and local government to ensure community-led development. 

This advertisement has been published to invite applications from registered consulting firms to conduct this evaluation. Details of the evaluation scope, objectives, timeline, methodologies, and qualifications for the consultants have been provided in the Terms of Reference (ToR), which can be accessed at  www.umn.org.np/consultancy

All interested and experienced consulting firms who meet the requirements and qualifications are encouraged to apply. The application should include a letter of interest, a technical proposal, and a financial proposal. The application must be submitted to UMN at the latest by 18 December 2024. 

Short-listed candidates will be invited to an assessment process. We especially encourage applications from women and marginalised groups.
