The Sarbodaya Development for Campaign Nepal, with support from UN Women, is conducting a Baseline Study for the Hamro Sahas Programme, an initiative aimed at advancing Gender Equality and Social Inclusion (GESI) in the rural municipalities of Jumla (Guthichaur, Kankasundari, Sinja, Hima) and Dolpa (Jagdullaha). This study will provide critical insights into systemic barriers and opportunities for empowering women, girls, and marginalized communities. SNJ is seeking consultant services from individuals or consultancy firms to carry out this study.

Objectives of the Study

The study aims to:

  • Empower women and girls to actively participate in household and local decision-making processes.
  • Reduce gender-based violence and harmful practices such as child marriage, dowry, and Chhaupadi.
  • Strengthen socio-economic empowerment for vulnerable groups, including persons with disabilities.
  • Improve access to reproductive health services while addressing discriminatory norms.
  • Promote good governance practices at local levels.

Scope of Work

The study will focus on:

  1. Gender Equality: Women's leadership roles, access to resources, prevalence of gender-based violence, and social norms regarding gender roles.
  2. Social Inclusion: Participation of marginalized groups (Dalits, ethnic minorities, persons with disabilities) in social, economic, and political processes.
  3. Programme-Specific Indicators: Baseline data on key performance indicators such as women's decision-making participation and improved access to economic opportunities.
  4. Contextual Analysis: Socio-cultural, economic, and political context of Jumla and Dolpa districts.

Methodology

The study will employ a mixed-methods approach, including:

  • Desk reviews of existing literature on GESI.
  • Quantitative surveys across diverse households.
  • Qualitative methods such as focus group discussions (FGDs) and key informant interviews (KIIs).
  • Participatory approaches engaging local communities.

Deliverables

Key outputs include:

  • Inception Report: Detailed work plan, methodology, tools, and timeline.
  • Draft Baseline Report: Preliminary findings with baseline values for program indicators.
  • Final Baseline Report: Comprehensive analysis with actionable recommendations.

Ethical Considerations

The study will follow ethical guidelines by ensuring informed consent, maintaining confidentiality, and inclusivity of marginalized groups.

Qualified consultants or teams are invited to submit:

  • A technical proposal outlining methodology and work plan.
  • A financial proposal with a detailed budget breakdown.
  • CVs of team members showcasing relevant experience.
