CONSULTANT FOR EVIDENCE GENERATION ON CFLG

Introduction

Child Friendly Local Governance (CFLG) is a strategic framework designed to create a sustainable, child-friendly environment that supports children's development in all aspects. It ensures that children's issues are systematically integrated into annual plans and programs, encourages their participation in the planning process, allocates dedicated budgets for children, and promotes multi-stakeholder engagement and commitment at all three levels of government. The framework places children at the center of development agendas, advocating for three key pillars: planning with children, budgeting for them, and institutionalizing their participation.

Nepal formally adopted CFLG in 2011 with the endorsement of the CFLG National Strategy and Operational Guidelines. Following structural changes in the government system, the CFLG Implementation Guideline (2021) and CFLG Declaration Procedure (2022) were introduced by the Ministry of Federal Affairs and General Administration (MoFAGA) to provide clear directions for CFLG implementation. These documents outline the criteria for CFLG declaration, ensuring the fulfillment of key indicators related to child protection, survival, development, and participation. With over a decade of CFLG implementation experience, it is crucial to evaluate progress, challenges, and lessons learned to maintain momentum and enhance future actions.

The National CFLG Forum (NCFLGF), in partnership with World Vision International Nepal, is implementing a program titled “Support and Facilitate the CFLG Process in Nepal.” The program aims to strengthen capacity, generate evidence, provide technical support, and facilitate CFLG implementation and monitoring. As part of this initiative, the NCFLG Forum plans to conduct an in-depth study to assess the status of CFLG implementation, highlight achievements and good practices, identify challenges, and provide actionable recommendations to further strengthen CFLG efforts. This study will be conducted in coordination with MoFAGA.

Objective of the Study

  • To assess the achievements, challenges, lessons learned, and good practices in the CFLG movement in Nepal.
  • To generate evidence for the institutionalization of the CFLG movement and expand its influence on CFLG implementation.

Specific Tasks

  1. Review legal documents related to CFLG implementation, research reports, progress reports from major development partners, government bodies, and civil society networks.
  2. Assess the momentum of CFLG over different time periods, providing year-wise highlights.
  3. Conduct Key Informant Interviews (KII) and Focus Group Discussions (FGD) with key government officials, children, activists, and other relevant stakeholders to evaluate CFLG progress, identify successes and challenges, and propose recommendations for improvement.
  4. Coordinate with representatives from federal government agencies, CFLG-declared or focused local governments/wards, child club networks, and local organizations engaged in the CFLG declaration process.
  5. Engage local CFLG experts with national, provincial, and local-level experience.
  6. Draw and validate conclusions based on findings, highlighting gaps, good practices, and opportunities.
  7. Submit a comprehensive report in both English and Nepali.

Expected Deliverables

1. Inception Report

2. Comprehensive Study Report on the CFLG Movement in Nepal, covering:

  • Evolution: Development and progress of CFLG over time.
  • Achievements: Key milestones and successes, particularly in children’s empowerment.
  • Lessons Learned: Insights gained from CFLG evolution and achievements.
  • Challenges: Obstacles and areas for improvement.
  • Institutionalization: Evidence supporting CFLG integration into governance structures at national and sub-national levels.
  • Implementation Impact: CFLG’s influence at national, provincial, and local levels.
  • Way Forward: Strategies for sustaining and strengthening the CFLG movement.

Key Deliverables

The consultant will produce a detailed analytical report that:

  • Systematically tracks CFLG progress since its formal adoption.
  • Identifies key factors influencing its growth.
  • Highlights best practices and successful strategies.
  • Pinpoints gaps and areas requiring improvement.
  • Provides actionable recommendations for sustaining and enhancing the CFLG movement.

Duration of the Assignment

April 10, 2025 – May 10, 2025

Requirements and Qualifications

For Companies:

  • Copy of company registration certificate.
  • Copy of PAN/VAT registration.
  • Company profile, including experience in children's rights and CFLG.
  • Tax clearance certificate for FY 2080/81.

For Individuals:

  • Copy of PAN registration.
  • Minimum of a master’s degree in Sociology, Education, Business Studies, or an equivalent field.
  • At least ten years of experience in social development and research, specifically in evidence generation related to child rights.
  • At least seven years of experience in the Child Friendly Local Governance Campaign at national and local levels.

Competencies

The consultant or firm must demonstrate:

  • Ability to work independently and take initiative in evidence generation.
  • Strong commitment to delivering high-quality, timely results.
  • Comprehensive understanding of child rights issues and governance programming.
  • Strong coordination and networking skills with government, I/NGOs, and civil society activists.
  • Excellent writing and communication skills in both English and Nepali.

Supervision & Reporting

The consultant will report directly to the Coordinator of the National CFLG Forum and provide updates as required.

Payment Modality

Payment will be made upon successful completion of the assignment and final approval of deliverables by the NCFLG Forum.

Financial Proposal

The NCFLG Forum prioritizes cost-effectiveness in service procurement, balancing quality and reasonable costs. Proposals must include:

  • Detailed personnel allocation (roles, number of days, daily rates, applicable taxes).
  • Any additional relevant costs associated with the assignment.
