Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Development of E-Course on Disability Studies

1. Background

Blind Youth Association Nepal (BYAN) is dedicated to empowering youth with disabilities in Nepal through advocacy, education, and capacity-building initiatives. As part of its commitment to fostering awareness and knowledge on disability rights and inclusion, BYAN seeks to develop an E-Course on Disability Studies based on its existing in person course module, “Introduction to Disability Studies.” This e-course will provide accessible, interactive, and structured learning for students and professionals interested in disability issues. The course will be hosted either on the BYAN website or existing learning platforms and will be designed for online self-paced learning.

2. Objectives

The primary objective of this assignment is to develop a comprehensive and interactive e-course based on the existing in person style course module we have already prepared that effectively delivers the key concepts, theories, and practices outlined in the “Introduction to Disability Studies” module. The e-course should be:

  • Accessible: Ensure compliance with web accessibility standards (WCAG 2.1) and usability for persons with all types of disabilities.
  • Engaging: Incorporate multimedia elements (videos, animations, quizzes, interactive exercises) to enhance user experience.
  • Modular: Develop structured course units aligned with the existing module, allowing learners to progress at their own pace.
  • Certificates: Provide an assessment mechanism for certification upon successful completion.

3. Scope of Work

The consultant/firm will be responsible for the following tasks:

3.1 Course Design & Development

  • Review the “Introduction to Disability Studies” course module and structure content for digital learning.
  • Develop an instructional design that includes:
    • Video lectures (recorded by experts or animation-based).
    • Interactive quizzes, discussion forums, and case studies.
    • Downloadable resources (text, PDFs, additional readings).
    • Reflective journal exercises and knowledge assessments.

3.2 Content Development & Adaptation

  • Convert the module’s text-based content into multimedia-friendly formats (videos, infographics, slides).
  • Ensure accessibility features such as screen reader compatibility, subtitles, sign language, audio descriptions, and keyboard navigation.
  • Develop language options (English & Nepali) if feasible.

3.3 Technical Integration & Hosting

  • Design a learning management system (LMS) structure within BYAN’s website or integrate it with an existing platform.
  • Ensure the platform is mobile-friendly and compatible with low-bandwidth users. And fully accessible.
  • Implement a user registration and progress-tracking system.
  • Develop an automated certification issuance system based on course completion.

3.4 Training & Handover

  • Provide training to BYAN staff on course administration and content management.
  • Deliver all course materials (including raw files) and documentation for future updates.

5. Qualifications & Experience

The consultant/firm should have:

  • Proven experience in e-learning content development and instructional design.
  • Expertise in web accessibility, digital education tools, and LMS platforms.
  • Experience in disability-inclusive education and rights-based approaches.
  • Strong skills in multimedia content production (video, animation, interactive elements).

6. Application Process

Interested consultants/firms are invited to submit:

  • A technical proposal outlining their approach, methodology, and team composition.
  • A financial proposal with a detailed budget breakdown. (Note, differentiate clearly if the E-course will be incorporated in the BYAN’s website or existing learning platform)
  • Relevant portfolio/sample work demonstrating experience in similar projects.
  • Legal documents and CVs of personnels

7. Reporting & Supervision

The consultant/firm will report to BYAN’s project team and will have regular check-in meetings to ensure alignment with the course’s objectives.

8. Budget & Payment Schedule

The total budget will be negotiated based on the proposal and will be disbursed in installments as per project milestones.
