Practical Action Call for Expression of Interest (EoI) for Consultant Roster 2025 to 2027

Practical Action is a global change-making group that consists of a UK registered charity with community projects in Africa, Asia and Latin America, an independent publishing company and a technical consulting service. It combines these specialisms to multiply its impact and help shape a world that works better for everyone. In Nepal, Practical Action is focused on putting ingenious ideas into work to contribute to poverty reduction and sustainable wellbeing through working in three expertise change areas: Farming that works; Energy that transforms and Resilience that protects.

Practical action is in the process of updating its roster of consultants who can deliver various services as per the requirement of the organisation’s priorities.

Introduction: The main aim of this call is to prepare a roster of consultants suitable for various expertise and service requirements of Practical Action. Consultants may be individuals or firms with proven professional experience and knowledge who will be assigned to work with pre-specified output-based tasks for a specified duration.

Required Area of Expertise: The individual consultant or consultancy firm will have expertise in at least one of the following:

  • Clean cooking solutions
  • Energy for agriculture and productive uses of energy
  • Energy for climate adaptation
  • Clean rural transport
  • Energy efficiency
  • Engineers
  • Market development expert
  • Gender and social inclusion experts
  • Digital application developers
  • Financial analysts and economists
  • Sociologists
  • Environmental scientists
  • Data analysts and researchers
  • Agricultural scientists having experience on dairy, tea, coffee, commercial vegetable farming etc.
  • Risk sensitive landuse planner
  • Climate risk and vulnerability assessment
  • Climate and hazard risk messaging system
  • Climate hazards threshold development (precipitation, rainfall-landslide, heat cold)
  • Urban resilience / urban hazard modeler
  • Anticipatory action design against climate risk
  • Urban greenhouse gas emission inventory required for NDC-3
  • Expertise in participatory planning, monitoring and evaluation, result-based management for delivering training and orientation
  • Expertise on evaluation mid-term final impact assessment/ex-post evaluation
  • Survey and data collection expertise (Baseline/endline survey, data collection)
  • Learning documentation in agriculture, energy and climate and resilience
  • Gender Equality, Disability and Social Inclusion expert
  • Project management and information system development expertise (web-based)
  • Mapping heat risk and policy issues
  • Designing of Index of hazards e.g. for heat, cold, flood, and risk modelling
  • Accounting/auditing
  • Audio/video production & broadcasting
  • Media mentoring for fellowship
  • Develop high-quality and competitive concept notes and proposals for donors
  • Market assessment & competition mapping
  • Translation, editing, and proofreading
  • Photography
  • Publication
  • Capacity development
  • Staff and office safety and security

Further processing/ Shortlisting 

Based on their expertise, suitable consultants will be contacted from the roster as per the need of Practical Action. The consultants must submit financial and technical proposals to Practical Action based on the given Terms of Reference (ToR). The final selection of consultants will follow the internal policies and procurement procedures of Practical Action.

Minimum Required Qualifications and ExperiencePreference will be given to persons holding a graduate degree or above in the relevant area of expertise or services.
Compliance

Individuals: Must hold a Nepali citizenship, PAN card and be aged above 18 years 

Firms: Must be legally registered/renewed and VAT/PAN registered in Nepal and clearance certificate of tax

ExperiencePreference will be given to individual/firms with a minimum of five years of experience in the relevant area of expertise or services, but dynamic youth with lesser experience are welcome to express their interest in working with Practical Action
LanguageProficiency in written and spoken English and Nepali

Required Services for Consultancies:

Selected consultants will be required to provide services such as: 

  • Conducting research and technical analysis in experience-relevant fields 
  • Developing and writing proposals 
  • Developing new business/resource mobilisation 
  • Developing, reviewing, and updating strategies, policies, standard operating procedures, plans, and training manuals 
  • Facilitating workshops, training sessions, and capacity-building activities
  • Preparing high-quality reports, publications, and communication materials 
  • Providing policy and expert advice and technical support for project implementation 
  • Supporting monitoring and evaluation processes, including data analysis and impact assessment

no later than 20th January 2025. We will be accepting and reviewing applications on a rolling basis. Applicants should provide comprehensive details of their qualifications, experience, and area of expertise.

Qualified consultants will be included on Practical Action’s roster for the period 2025 to 2027 and may be contacted to submit detailed technical and financial proposals in accordance with the organisation’s requirements. 

Practical Action’s consultant selection process is based on the qualifications and competence of the applicants. Failure to furnish full details as requested in the application form without reasonable justification will lead to disqualification. Only shortlisted individuals/firms will be notified via email. Telephone calls will not be entertained.
