Federation of Handicraft Associations of Nepal (FHAN) is calling for Expression of Interest (EOI) from eligible firm/consultant to develop "Strategic Development plan for handicraft sector".

1. Background

The Nepalese handicrafts sector is a significant part of the country's cultural heritage and economy. It encompasses a wide range of products, including textiles, metalwork, woodcraft, and pottery. Despite its potential, the sector faces several challenges such as lack of market access, insufficient quality control, inadequate training, and limited innovation. To address these challenges and harness the full potential of the handicrafts sector, a strategic development plan is required.

2. Objectives

The objective of this consultancy is to carry out comprehensive studies and provide actionable recommendations for the strategic development of the Nepalese handicrafts sector. This will include identifying key challenges, opportunities, and potential interventions to enhance the sector's competitiveness, sustainability, and contribution to the national economy.

3. Scope of Work

The consultant will undertake the following tasks:

  • Sector Analysis:
    • Conduct a detailed analysis of the current state of the Nepalese handicrafts sector, including an assessment of the value chain, market trends, and key stakeholders.
    • Identify strengths, weaknesses, opportunities, and threats (SWOT analysis).
  • Stakeholder Consultation:
    • Engage with key stakeholders, including artisans, industry associations, government agencies, NGOs, and market experts.
    • Conduct interviews, focus group discussions, and surveys to gather insights and perspectives
  • Market Assessment:
    • Analyze domestic and international market demand for Nepalese handicrafts.
    • Identify potential market segments, trends, and competitive landscape.
    • Evaluate current marketing and distribution channels and suggest improvements.
  • Skills and Capacity Building:
    • Assess the current skills and training needs of artisans and entrepreneurs including MSMEs.
    • Recommend capacity-building programs and initiatives to enhance skills, innovation, and quality standards.
  • Policy and Regulatory Framework:
    • Review existing policies, regulations, and support mechanisms for the handicrafts sector.
    • Provide recommendations for policy improvements and advocacy strategies.
  • Sustainability and Innovation:
    • Identify opportunities for sustainable practices and eco-friendly production methods.
    • Suggest innovations in product design, materials, and processes to increase market appeal and sustainability.
  • Strategic Recommendations:
    • Develop a comprehensive strategic plan with short, medium, and long-term recommendations.
    • Propose specific interventions, projects, and partnerships to support the sector's development.

4. Deliverables

The consultant will be expected to deliver the following:

  1. Inception Report: Detailed work plan and methodology within two weeks of commencement.
  2. Interim Report: Progress report including initial findings and stakeholder feedback.
  3. Draft Final Report: Comprehensive report with analysis, findings, and strategic recommendations.
  4. Final Report: Incorporating feedback on the draft report, with actionable recommendations and a proposed implementation plan.
  5. Presentation: A final presentation to key stakeholders summarizing the findings and recommendations.

5. Qualifications and Experience

  • Advanced degree in economics, business administration, social sciences, or a related field.
  • Minimum of 10 years of experience in the handicrafts sector, market analysis, and strategic planning.
  • Proven track record of conducting sector studies and providing strategic recommendations.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Familiarity with the Nepalese handicrafts sector and cultural context is highly desirable.

6. Application Process

Interested consultants should submit the following:

  • A detailed proposal outlining their approach and methodology for the assignment.
  • CV highlighting relevant experience and qualifications.
  • Examples of similar work conducted previously.
  • Financial proposal including a breakdown of costs.

7. Selection Criteria

Proposals will be evaluated based on:

  • Understanding of the assignment and proposed methodology.
  • Relevant experience and qualifications.
  • Quality and feasibility of the proposed work plan.
  • Cost-effectiveness of the financial proposal
