Subject for EOI: Call for EOI FROM IMPLEMENTING PARTNERS
In response to various forms of challenges experienced by migrant workers throughout Asia, the IOM regional Migration, Business and Human Rights Programme in Asia (MBHR Asia) aligning with the UN Guiding Principles on Business and Human Rights, and operating under the principles of Protect, Respect, and Remedy, seeks to advance responsible business conduct and safeguard the rights of migrant workers within global supply chains. MBHR Asia is supported by funding from the European Union and the Government of Sweden and prioritizes the comprehensive respect for human and labour rights, particularly among vulnerable migrant population. Through this initiative, IOM collaborates with governments, businesses and civil society to uphold the human and labour rights of migrant workers in key sectors and migration corridors. IOM contributes to enhancing and expanding regular labour migration pathways that ensure ethical recruitment, facilitate labour mobility and decent work. Targeting key source and destinations such as Cambodia, Indonesia, Malaysia, Nepal, the Philippines, Thailand, and Viet Nam, the programme highlights protection from exploitation, unsafe conditions, and unethical practices. By encouraging such protections, migrant workers across the region can thrive economically, contributing positively to both their home and host countries.
In this context, the IOM Mission in Nepal seeks collaboration with a national civil society organization (CSO) or legal firm to act as an implementing partner (IP) in addressing the remediation concerns of the migrant workers and their families as envisioned by the Constitution of Nepal. Through this partnership, IOM seeks to strengthen access to justice mechanisms for migrant workers and promote accountability within private sector supply chains, thereby advancing safer migration. This collaboration entails providing direct assistance to migrant workers and their families on access to justice; expanding pro bono legal assistance in coordination with bar associations to ensure sustainability; capacity building training for local CSOs and governments that provide support for migrants services; gazetted and non-gazetted officers of the courts; conducting paralegal training for migrant communities including returnee women migrant worker groups and youth communities; organizing coordination meetings with justice sector actors; and advocating for necessary reforms in foreign employment laws. Additionally, recognizing the lengthy and often challenging process of seeking justice through centralized legal systems, the selected IP may sub-partner with other CSOs for shelter services aimed at providing protection and assistance to migrant workers. These centers will promote social protection, offer psychosocial counseling, and facilitate rehabilitation and reintegration into society for migrant workers in need. Hence, by establishing partnerships with CSOs or legal firms, IOM aims to enhance access to justice for migrant workers and their families, ensuring they receive the necessary support and protection.
