Call for Consultants – Strategic Review of Implementation of Youth Vision 2025

The British Council is seeking consultants to conduct a strategic review of Youth Vision 2025. This review will help shape Nepal’s next phase of youth development strategies, ensuring they align with current realities and aspirations.

Key Responsibilities:

• Review existing reports, policies, and documents on youth development in Nepal.
• Analyse independent assessments and reports on Youth Vision 2025.
• Work with the NYC and Ministry of Youth and Sports (MoYS) working group.
• Consult stakeholders, including government agencies, CSOs, youth organizations, and program beneficiaries across all seven provinces.
• Prepare a detailed report with key findings and strategic recommendations for the next 10 years.

Objectives:

• Evaluate the strategy’s relevance and alignment with national and international policies.
• Assess program implementation under Youth Vision 2025.
• Identify successes, challenges, and gaps.
• Provide recommendations for improvements beyond 2025.

Consultant Specifications (required)

• Minimum master’s degree in public policy and planning, social science, economics, development, or any relevant field.
• 7+ years of experience in strategic review, policy analysis and planning, program evaluation and other relevant work with governments and development agencies.
• Experience of engaging with a range of stakeholders, including high level government officials across federal levels, national and international development agencies and CSO organizations.
• Strong research and analytical skills with excellent writing in both English and Nepali.
• Strong communication and interpersonal skills in English and Nepali.
