Support Nepal (SNP) is a not-for-profit, non-governmental organization working strategically to address the injustice and inequality being faced by poor and marginalized groups since 1996. Development of training, networking, models of effective development practice, research and influencing policy have been the focus of its work. SNP currently focuses on providing support to communities and to develop processes that promote the inclusion of poor and marginalized groups in local decision-making.
This call for consultancy service is to hire the service of an individual consultant/s or consulting firm/s to conduct Context Analysis of Three municipalities in Madhesh Province. The main purpose of the assessment is to recommend locally tailored strategies to enhance marginalized groups’ access to decision-making and resources through non-violent, systemic change. The objective of this study is to analyze the current social, economic, and governance context to identify factors influencing peace, conflict, and inclusion, thereby informing strategies that promote social harmony and amplify marginalized groups’ access to decision-making and resource sharing at community, ward, and municipal levels.
1. Scope of work:
- Analyze demographic profiles of target municipalities.
- Identify community priorities and opportunities for inclusive development.
- Map peace and conflict dynamics, including drivers of tension and cohesion.
- Assess representation of diverse social and interest groups in local decision-making.
- Evaluate resource allocation and distribution trends (last three fiscal years).
2. Deliverables:
- Work plan and methodology: By May 25th, 2025.
- Researcher orientation: By June 1st, 2025.
- Preliminary findings presentation: By June 25th, 2025.
- Draft report: By July 10th, 2025.
- Final report: By July 20th, 2025.
3. Requirements Consultant/Firm Qualifications
- Conducted three governance and economic analyses or action research on minority rights/GESI in Madhesh Province (preference for experience in target municipalities).
- Demonstrated understanding of socio-economic power dynamics driving inclusion/exclusion in local governance.
- Designed multi-stakeholder consultations on governance, GESI, and service delivery.
- For the individual, should have at least a masters’ degree in Social Science / Humanities, Public Policy, or Management from any recognized university.
- Strong experience with community interaction and context sensitivity in working with highly marginalized communities.
- For the consulting firm, should have at least successfully completed two assignments, five for the individual consultant, on GESI related issues.
4. Duration of Assignment:
Start date from the second week of May 2025 and end date by 21st June 2025.
