Position Title: Case Support Consultant

1. Background

Pravasi Nepali Coordination Committee (PNCC) is a non-profit, non-political, non-governmental social organization that advocates for the rights and protection of Nepali migrant workers. Established in 2009 by returnee migrants, PNCC has been at the forefront of supporting distressed Nepali migrants in labor-receiving countries, particularly the Gulf countries, Malaysia, and the Middle East. Its efforts include rescue, repatriation, legal assistance facilitation, and reintegration services for Nepali workers abroad.

The organization is now seeking a Case Support Consultant to strengthen its mission and assist in managing cases of distressed migrant workers from October 4 to November 30, 2024, under the Safer Migration Program. Safer Migration (SaMi) Program is a bilateral initiative between the Governments of Nepal and Switzerland. It is implemented by the Ministry of Labor, Employment and Social Security and 156 participating local governments. Helvetas Nepal provides technical assistance to the program on behalf of the Swiss Agency for Development and Cooperation (SDC).

The Case Support Consultant will be stationed at the Department of Consular Services (DoCS), Nepal, and will play a vital role in supporting distressed migrants by handling cases, facilitating rescue operations, and collaborating with various stakeholders. The consultant will report directly to the chief of the case handling unit and IT section at the DoCS, and  Project Coordinator of PNCC.

2. Scope of Work

The Case Support Consultant will primarily facilitate case management and support for Nepali migrant workers facing distress in foreign employment destinations. This will include rescue coordination, legal advisory services, and consulting support. The core role and responsibilities of the Case Support Consultant include:

  • The Case Support Consultant should work closely with, and under the supervision of, the Chief of the Case Handling Unit and IT Section.
  • Responsible for providing rescue and para-legal remedial services support to distressed Nepali migrant workers as received by DoCS and PNCC through various sources.
  • Responsible for handling all cases of distressed Nepali migrant workers and their families received from SaMi program districts and other districts.
  • Facilitate the establishment of strong coordination and collaboration between MRCs and DoCS in supporting case management.
  • Coordinate and cooperate with Nepali missions, employers, diaspora organizations, and individual social activists in addressing cases of Nepali migrant workers.
  • Provide regular updates to MRCs, migrant workers, and their families answering the telephone calls and updating cases on the system.
  • Responsible for entering and updating cases in PNCC's online database, the Case Management Information System (CMIS).
  • A case support consultant must attend the weekly virtual staff meetings every Friday and, at times, attend in person at the PNCC office as required. The DoCS must be notified in advance or provided with verbal clearance.
  • Counsel visitors at the Department of Consular Services whenever necessary.
  • Provide regular progress reports to the project coordinator.
  • In addition to the main duties and responsibilities listed above, the Case Support Consultant may be required to undertake other related tasks and activities as assigned by DoCS.

3. Deliverables

  • Timely and accurate entry of cases into the CMIS/MIS and regular updates on each case's status.
  • Comprehensive monthly progress reports detailing the number of cases managed, outcomes achieved, and lessons learned.
  • Development of a final report at the end of the consultancy period, providing recommendations for future improvements in case management and migrant worker support.

4. Duration

  • This consultancy is expected to run from October 4, 2024, to November 30, 2024. The consultant will work full-time during this period and will be based at the Department of Consular Services in Nepal.

5. Required Qualifications

  • Bachelor’s degree in law, social work, human rights, international relations, or a related field.
  • A minimum of 2 years of experience working in foreign employment, human rights, labor law, or trafficking-related fields.
  • Proven experience in distressed migrant worker case management, counselling, rescue operations, and migrant worker support is highly desirable.
  • Fluency in Nepali and English is required. 
  • Ability to work under pressure and manage sensitive cases involving vulnerable individuals.
  • Excellent problem-solving skills and the ability to facilitate solutions in complex and challenging environments.

6. Remuneration

  • The consultant will receive a competitive remuneration package commensurate with qualifications and experience. The total consultancy fee will be disbursed in installments, based on the completion of specific deliverables outlined in the contract. Additional benefits, such as travel and communication allowances during field visits, will be provided as per PNCC's policy.
