Rural Women’s Development and Unity Centre (RUWDUC) Dadeldhura

RUWDUC, established in 1995 with the objective of empowering and uplifting disadvantaged women, adolescents and children believes that every human being has an inherent right to a healthy life, equal opportunities to education, employment, quality health care, and access to justice, and to live a violence-free and peaceful life, devoid from all forms of discrimination.
RUWDUC is now implementing Strengthening Urban Preparedness and Earthquake Response in Western Region of Nepal (SUPER-II) lead by UNDP in consortium with the UNICEF, UN women and HI and funded by the European Union Humanitarian Aid and Civil protection department (EU/ECHO)’s under Humanitarian Implementation Plan. Therefore, RUWDUC is seeking job applications from qualified Nepali Nationals for at least 18 months included 3 months' probation period contract for the following positions:
Project Location: Dhangadhi Sub-metropolitan Dhangadhi, Kailali
1. Post: Project Officer 1, Kailali based, frequently move to Dadeldhura Office
Key Responsibilities:
- Revise and Update Preparedness and Response Plans: Lead the revision of existing disaster preparedness and response plans, ensuring clarity on roles, responsibilities, and decision-making processes for various stakeholders at the provincial, municipal, and federal levels.
- Create and Implement a Volunteer Mapping System: Develop a comprehensive volunteer database and facilitate the mapping of volunteer groups, ensuring that their roles and responsibilities within the disaster response framework are clearly defined.
- Capacity Building for Volunteer Networks: Organize training programs for volunteer's management, ensuring they are regularly updated with relevant skills, and work towards creating a sustainable volunteer system in NDRRMA's system.
- Strengthen Cluster Coordination: Facilitate the internalization of the cluster system at the provincial level by working with sectoral ministries to ensure regular meetings and improved coordination between federal and provincial clusters.
- Improve Information Flow Between EOCs: Work on the standardization of EOC packages and reinforce horizontal and vertical information sharing between different EOCs at municipal, district, provincial, and federal levels.
- Establish Legal Framework for Resource Sharing: Advocate for and support the creation of legal provisions and agreements for inter-provincial and inter-municipal resource sharing, ensuring smooth cooperation during disasters.
- Facilitate Government-Led Mechanism for Plan Updates: Coordinate the establishment of a government-led mechanism to update and periodically test preparedness and response plans, and ensure engagement with decision-makers for budgetary allocation and capacity development.
- Promote the Use of Data and Risk Information: Develop systems for sharing disaster data, incident reports, and risk information between municipalities and provinces, ensuring all stakeholders have timely access to critical information to inform disaster response actions.
- Prepare Annual Work Plans of project, as guided by the project document and ensure its smooth and quality implementation of the project activities concerning key areas of the work mentioned above.
- Ensure that all cross cutting issues such as governance, social inclusion and equity are applied in the project interventions to achieve the project goal showing clear and quantifiable improvements in target areas.

- Make sure that database for project activities are established and updated and ensure that relevant programmatic information systems are readily available at office.
- Organizing and conducting training sessions and workshops to build the capacity of community members, government officials, and other stakeholders in disaster preparedness, response, and recovery along with develop and submit all periodic/programmatic reports/papers timely including other works, as required.
- Engaging with local communities to raise awareness about disaster risks, mitigation measures, and response protocols.
- Monitoring the effectiveness of DRR initiatives and programs, collecting relevant data, and conducting evaluations to identify areas for improvement and inform future planning and decision-making.
Requirements/qualification of Project Officer:
- A bachelor’s degree in social sciences, disaster management, or a related field. A master’s degree will be an advantage.
- Minimum of 3 years of experiences in the field of disaster risk management or related fields.
- Previous experience working in Sudurpashchim Province or Dhangadhi Submetropolitan City is an asset.
- Ability to analyze data and prepare detailed reports with clear recommendations.
- Excellent communication and facilitation skills for engaging stakeholders and communities.
- Strong organizational and time management skills.
- Proficiency in English (both written and spoken).
- Presentation skills to highlight the areas of success and failures with qualitative and quantitative data
- Familiar with busy working environment, handling work pressure and meet deadlines;
- Good in communication with people from diverse community and place.

2. Post: Admin & Finance Officer, Kailali Based, Frequently move to Dadeldhura Office
Key Responsibilities:
- To make payments in cash/cheque to all vendors, suppliers, consultants etc.
- To keep track of all financial records, including above expenses.
- To make accounting entries in the computerized package.
- To handle TAX clearance and other compliances with Government and other concerned departments;
- Reconciliation of staff advances and making necessary entries.
- To administer employee files and other files and records in order to ensure accurate payment of benefits and allowances - review personnel records: [Staff contracts, leave reports, training, time sheet, travelling documents.
- To provide appropriate support on procurements, maintain the Assets and Inventory list and supervise the inventory of store items & ensuring regular verification;
- To prepare financial statements, financial reports etc. in allocated time frame.
Requirements/qualification of Admin & Finance Officer:
- Nepali Citizen;
- Bachelor in Business Administration, Accounting or Management; A master’s degree will be an advantage.
- Fluent in English & Nepali languages written and spoken;
- Having 3 year relevant experience in Accounts and Office Administration;
- Familiar with Windows based accounting packages;
- Familiar with busy work environment, handling work pressure and meet deadlines;
- Assist Program and Finance team as and when necessary in planning and implementation of the project such as develop and submit all periodic/programmatic reports/papers including other works, as required.
- Well Knowledge about FAMAS finance Software
- Good in communication with people from diverse community and place.
3. Post: Reporting & Quality Assurance officer, Kailali Based, frequently move to Dadeldhura Office
- Collect and analyze data to assess the effectiveness and impact of disaster management interventions of the project.
- Provide recommendations to improve plans and strategies based on monitoring and evaluation results.
- Develop and maintain a comprehensive volunteer database, tracking training, skills, availability, and engagement in disaster activities aligned with VMS of NDRRMA
- Ensure accurate reporting on volunteer activities and participation in training programs.
- Monitor the activities of disaster response clusters at the provincial and federal levels, including data on cluster meetings and coordination outcomes.
- Track and report on the effectiveness of information flow and coordination between clusters at horizontal (sectoral) and vertical (municipality, district, province, federal) levels.
- Oversee the evaluation of Emergency Operations Center (EOC) systems, ensuring data is efficiently managed and shared between various EOCs at the municipal, district, provincial, and federal levels.
- Monitor the effectiveness of resource mobilization, ensuring accurate documentation and timely reporting on resource use and allocation.
- Prepare and submit detailed reports on program effectiveness, including data-driven analysis, highlighting areas for improvement and success.
- Conduct training for local government officials, volunteers, and stakeholders on data management, reporting systems, and MEAL processes.
- Support the institutionalization of monitoring and evaluation systems and ensure that data reporting processes are standardized and accessible for decision-making.
Requirements/qualification of Reporting & Quality Assurance officer:
- A bachelor’s degree in social sciences, disaster management or a related field. A master’s degree will be an advantage.
- Minimum of 3 years of experience in monitoring, evaluation, accountability, and learning in disaster risk management or related fields.
- Experience with disaster response programs, data collection, reporting, and analysis.
- Previous experience working in Sudurpashchim Province or Dhangadhi Sub metropolitan City is an asset.
- Familiarity with data management and information systems used in disaster response (e.g., EOC, IMS, GIS).
- Ability to analyze data and prepare detailed reports with clear recommendations.
- Excellent communication and facilitation skills for engaging stakeholders and communities.
- Strong organizational and time management skills.
- Proficiency in English (both written and spoken).
