Admin and Finance Officer

FRDEV is looking for the Administrative & Finance Officer, who will work on the project “Towards More Sustainable Food Value Chains in Nepal (SFVC)”. This project is supported by the INGO Triangle Génération Humanitaire (TGH) in consortium with Médecins du Monde (MdM) and aims to transform the current agricultural production and distribution system in at least four municipalities of Ramechhap, Kavre and Sindhupalchok districts through strategies and models of healthy, sustainable and alternative agriculture. This initiative will support medium-term changes in agricultural practices, food markets and the integration of protection and health of targeted beneficiaries. The development and strengthening of agricultural cooperatives will contribute to the creation of economic opportunities, poverty reduction and adaptation to climate change. The project will support the transition to a greener economy, based on the "Farm to Fork" and "One Health" principles. In addition, through the promotion of a risk reduction approach to occupational exposures and the implementation of occupational health services, the health of agricultural cooperative members and their communities will be improved. Advocacy will be implemented on the economic and health aspects to ensure the sustainability of the project.
General objective of the position: The Administrative & Finance Officer plays a critical role in managing the administrative and financial operations, budget planning, administrative coordination, and compliance aspects of the SFVC project’s implementation.

Functional links: Project Manager, Adman and Finance manager, Project Coordinator, Logistic Officer , Public Health Officer, 4 Technical assistants and 4 Community focal points,
Major duties and responsibilities:
Bookkeeping & Payments:
- Handle payments and deposits, including managing petty cash and cheques.
- Process advances for staff and suppliers, as agreed and requests.
- Ensure periodically reconcile advances, outstanding balances, bank reconciliations, including matching, checking the balances and reconciliation of the project accountancy etc.
- Responsible for the timely settlement and follow up of advances.
- Verify payment claims, ensure budget compliance, and prepare cheques or bank transfers.
- Maintain accounting records, prepare vouchers, and ensure proper filing and documentation.
- Ensure timely submission of taxes, statutory payments, and compliance with all regulations.
- Maintain the accountancy including the daily financial transaction record, preparation of the vouchers, post vouchers to accounting software; maintaining appropriate filing and documentation of financial and related records; and make sure of proper custody, archive with confidentiality and safety.
Financial Management and reporting
- Prepare, manage, and monitor project budgets, tracking all expenses and providing detailed financial reports.
- Maintain accurate financial records, process invoices, and oversee payroll management.
- Ensure compliance with financial regulations, audit requirements, and donor terms.
- Provide administrative support for project-related HR coordination and office management.
- Contribute to financial planning, budget forecasting, and monitoring including follow up Budget Follow and Forecast (BFF), Procurement Follow up spreadsheet (logtool).
- Prepare and send the monthly/ quarterly/ annual forecast, and other financial information to the management, donors, and partners.
- Implement and monitor the financial and administrative procedures, ensuring compliance with organizational policies, donor guidelines, and statutory regulations.
- Contribute financial management tools such as monthly fund request, budget preparation, budget revision, activity proposal development, prepare supplementary financial information required for various purposes.
Administrative & Communication Support:
- Handle incoming calls, letters, and other correspondence related to the project.
- Provide administrative support for project-related HR coordination and office management.
- Participate in internal meetings, training, and discussions to address operational and logistical issues.
- Communicate external correspondence after informing the supervisor.
- Participate in internal and project level work meetings and discuss logistic and operational issues.
- Ensure smooth office operations, including supplies, logistics, and maintenance.
Experience and Qualifications:
Education:
- Essential: Bachelor’s degree in business, Management, Finance, or Accounting.
- Preferred: Master’s degree in management or accounting studies, with a minimum qualification of CAP 2 in Chartered Accountancy (CA).
Professional Experience:
- Minimum of 3 to 5 years of proven experience in accounting, administration, or finance roles.
- Experience in working with NGOs/INGOs or partner organizations is highly desirable.
- Experience collaborating with government authorities will be an asset.
- Strong knowledge of accounting principles and financial regulations.
Skills & Qualities Required:

- Excellent interpersonal and verbal communication skills with a focus on tact, diplomacy, and intercultural sensitivity.

- Ability to manage multiple priorities and maintain confidentiality.

Working Conditions:
- Full-time position based in field office Dhulikhel 60 % and central office Dhobighat, Lalitpur 40%.
- Frequent travel to project sites for financial monitoring, or administrative assessments.
- Works with field teams to ensure financial and administrative compliance at local levels.
