Position: Admin and Finance Manager (Chartered Accountant)

Women’s Rehabilitation Centre (WOREC) is a national-level NGO working for women's human rights and ensuring women’s empowerment through the protection and promotion of human rights and social justice, focusing on campaigns against violence against women and women’s economic, social, and cultural rights nationwide. Our working districts with offices are spread over Morang, Sunsari, Udayapur, Dhanusha, Mahottari, Sarlahi, Dang, Kailali, and Rukum. Additional working districts are Rupandehi, Kapilvastu, Kanchanpur, Jajarkot, Kathmandu, Bhaktapur, Kavrepalanchok, and Saptari districts. The Central Office is located in Lalitpur.
We are seeking a Chartered Accountant (CA) to join our team as Manager (Admin & Finance) and strengthen our institutional capacities in financial management, system development, compliance, and organizational growth.
Key Responsibilities
1. Financial Management & System Development
- Formulate/update and implement policies for effective financial and administrative management.
- Prepare and monitor periodic program budgets in coordination with program coordinators.
- Ensure proper utilization and monitoring of ERP systems, providing technical support for improvement.
- Conduct field supervision and budgetary monitoring, ensuring timely and accurate financial reporting.
- Support planning and lead monitoring and evaluation of organizational financial operations.
- Assist in the preparation of realistic budgets and financial forecasts for projects and operations.
- Monitor cash inflows and outflows to ensure liquidity for project execution.
- Examine financial statements to ensure compliance with tax laws.
- Conduct periodic internal audits to identify risks and improve financial practices.
- Identify financial and operational risks and propose mitigation strategies.
2. Compliance & Reporting
- Ensure compliance with Nepal Accounting Standards (NAS) for NPOs and Income Tax Act 2058.
- Prepare annual financial reports, manage audits (both internal and external), and file tax returns within deadlines.
- Develop effective financial control mechanisms in line with donor and regulatory requirements.
3. Capacity Building & Team Support
- Conduct HR capacity assessments and organize training activities for central and field-level teams.
- Support and guide program teams in preparing donor-specific budgets and reports.
- Provide technical assistance for financial planning, evaluation, and strategy development.
4. Administrative Oversight
- Oversee office administration, HR management, and inventory management.
- Ensure timely legal compliance with governmental regulations and NGOs' operational requirements.
- Collaborate with program and operational teams for effective integration of financial and administrative systems.
5. Strategic Financial Planning
- Lead financial forecasting and scenario planning to support strategic decision-making.
- Support the Executive Director in developing financial strategies for long-term sustainability and growth.
Qualifications and Competencies
Required Education & Experience:
- Chartered Accountant (CA) or ACCA with at least 3 years of professional experience, preferably working in the NGO sector.
- Bachelor’s degree in a relevant field (Finance, Accounting, Business Administration) is optional but can be an added advantage.
Skills & Competencies:
- Proficiency in Microsoft Office and financial management software.
- Strong analytical and communication skills.
- Experience in financial planning, donor reporting, and compliance.
- Ability to work collaboratively and travel to field offices as required.
- Proficiency in the English language.
- Knowledge of tax laws.

Employment Term
Contract Duration: 1 year (including a 3-month probation period) with the possibility of extension.
Duty Station: Kathmandu, with frequent travel to field offices.
