The Dalit Ethnic Upliftment Center (DEUC), based in Bara, is a non-profit organization dedicated to uplifting marginalized communities. Founded in 2059 B.S. by passionate local youth from Dalit, indigenous, and disadvantaged backgrounds, DEUC is led by Dalit women and strives to create an inclusive society where everyone enjoys dignity and equal opportunities. Working closely with local governments, DEUC empowers vulnerable communities, promotes local ownership, and supports sustainable development. Over the years, it has implemented impactful programs addressing poverty, social justice, disaster preparedness, gender equality, health, education, and humanitarian aids. DEUC also fosters social change, builds economic resilience, and provides legal aid through skill development and community networks.

Currently active in various municipalities in Madhesh Province, DEUC is supported by a committed team of staff, volunteers, and consultants. DEUC is now seeking a qualified and enthusiastic candidate to join its team in the following position:

Position: Admin and Finance Coordinator

Location: Based in Bara with field visits

Reports to: Executive Director

Role Overview:

The Admin and Finance Coordinator will play a key role in managing internal funds, payroll, and audits while ensuring compliance with financial regulations. Reporting to the Executive Director, the coordinator will work closely with various departments, facilitate accurate financial reporting, and ensure the timely deposit of taxes, salaries, and provident funds. This position is critical to maintaining the organization’s financial integrity and supporting its mission of empowering marginalized communities.

Key Responsibilities:

Financial Management:

  • Oversee internal fund management and collaborate with the Executive Director to prepare accurate forecasts.
  • Maintain clear financial records and prepare regular reports for internal and external stakeholders.
  • Coordinate financial submissions such as budgets and reports for donors and partners.

Payroll Administration:

  • Prepare accurate monthly payroll, ensuring compliance with organizational policies and regulations.
  • Facilitate approvals, maintain documentation, and reconcile payroll records.
  • Ensure timely deposits of salaries, provident funds (PF), and other benefits.

Audit Coordination:

  • Lead and facilitate internal and external audits, ensuring timely implementation of action plans.
  • Maintain an audit tracker and liaise with tax authorities for annual tax clearance and certification renewal.

Regulatory Compliance:

  • Prepare and file tax returns, deposit monthly taxes, and ensure E-TDS verification.
  • Manage contracts and oversee timely payments, maintaining smooth communication between departments.

Operational Support:

  • Handle petty cash management and prepare regular cash reconciliations.
  • Coordinate with banks, tax offices, PF offices, and other relevant authorities.
  • Assist other departments with financial matters, including procurement, if required.

Qualifications and Skills:

Education and Experience:

Bachelor’s degree in finance, accounting, or business administration (master’s preferred). At least 5 years of relevant experience in financial management, audits, payroll, and compliance, preferably in I/NGOs.

Skills and Competencies:

  • Knowledge of labor laws, tax regulations, and payroll compliance.
  • Strong analytical and organizational skills with attention to detail.
  • Proficiency in financial software and advanced Excel skills.
  • Ability to prioritize, meet deadlines, and maintain confidentiality.
  • Fluency in both Nepali and English.
