Job Description  

 Provincial Coordinator – “Accelerating Civil Society’s Role in Securing Education for All in Madhesh, Karnali and Sudurpaschim Provinces”, under the ACCESS Programme   

 Opening: 1 position (based in headquarter) 

Location: Sudurpaschim Province (Kailali TBC) 

Duration: 1 April 2024 to 30 April 2025 (with possibility of extension) 

Reports to: Programme Manager (PM)  

Introduction  

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. About the Project 

ACCESS – Accelerating Civil Society’s Role in Securing Education for All in Madhesh, Karnali and Sudurpaschim Provinces _ ACCESS programme 

 

People in Need (PIN), the National Campaign for Education (NCE), the Nepal Disabled Women Association (NDWA), and Accountability Lab Nepal (ALN) have collaborated together to develop a comprehensive, locally driven initiative in the Madhesh, Karnali, and Sudurpaschim provinces. This initiative aims to strengthen the role of civil society in ensuring education for all by empowering CSOs and networks to lead the implementation of the School Education Sector Plan (SESP). The consortium will partner with member CSOs of NCE and NDWA to (i) enhance their organizational and technical capacities in implementing inclusive education methodologies, and (ii) provide local CSOs with the skills to promote transparency and accountability in education plans through the mobilization of Girls and Inclusive Education Networks (GIEN) and the CivActs model. The EU-funded ACCESS project is scheduled to begin implementation on April 1, 2024. It is expected that this program will directly benefit community members, Community Based Organizations (CBOs), Civil Society Organizations (CSOs), and government tiers across the three provinces, including community schools, by strengthening civil society's role and improving participation in advancing equitable access to education. The priority provinces for this initiative are Madhesh, Karnali, and Sudurpaschim. 

 

Scope of Work  

Under the direct supervision of the Program Manager, Provincial Coordinator (PC) will support Project team in the effective implementation of the related activities under the ACCESS project and represent PIN at Provincial and local/district level. This includes coordinating with provincial partners of consortia members (NCE, NDWA and ALN) supporting program, M&E department, and partners’ staff and district chapters in the implementation of project deliverable in the field.  S/he will be responsible for management of activities trackers, information sharing across the organization, partners and other relevant stakeholders at provincial level. Additionally, PC will work together with GIEN lead, GIEN officers that include project team members of PIN SJP project in field level. 

Key Summary of Functions  

  • Support PM to manage implementation of project in field level jointly with consortium partners in line with the proposal strategies and donor requirements; along with work jointly with GIEN lead and PIN SJP GIEN officers and related project team members for scaling up GIEN and related interventions 
  • Establish and ensure good partnership with key partners and stakeholders in the implementation in Province and district level 
  • Support PM to lead on adaptative management and facilitation approach within the project 
  • Support PM to ensure systematic and effective capturing of sector-specific results including programmatic outputs/outcomes and longer-term impact through sound M&E mechanisms 
  • Engage with PM to provide timely feedback to the programme team determining programmatic adaptations/modifications in response where appropriate;  
  • Ensure proper risk mapping of project activities and implement mitigation measures; including the sound Safeguarding strategy and risks analysis at field level; 
  • Coordinate closely with other SESP and education implementing agencies and including SAVE, UNICEF, NDWA, NCE, ALN, Government of Nepal, and/or any other stakeholders in field level 

 

Project Implementation  

  • Assist in the development and oversee the implementation of project interventions under the project at field level 
  • Provide guidance and support Program Manager for implementing partners that include but not limited to, planning, budgeting/forecasting/tracking and implementing planned activities, reviewing the progress including preparing periodic reports, developing case studies/transforming the lives/success stories, and documenting entire process 
  • Work jointly with GIEN lead along with GIEN officers and closely with PIN SJP field team in field level and closely with NCE/NDWA/ALN provincial and district project team that includes related chapters 
  • Provide technical support to carry out the capacity development and community engagement activities with/for partners, communities and local stakeholders that are directly linked with project activities including Financial Support to Third Parties (FSTP) grants 
  • Coordinate with M&E department, programs department, local partners, and external evaluation partner to ensure regular program monitoring and evaluation. 
  • Support Program Manager to work with finance to make sure that all finance related work is following financial requirements of the project. 
  • Coordinate with relevant government and non-government agencies/ organizations to ensure optimum elaboration, reducing duplication and maximizing the result in field level 
  • Produce written reports on activities and outcomes (monthly, quarterly and annually) and submit to the Program Manager. 
  • Ensure safeguarding of children, vulnerable groups (including people with disabilities) and those in fragile and conflict-affected states at all times. 
  • Act as a focal point to support PIN communication, linkage and sustainability in field level 
  • Ensure the clear communication flow and coordination between PIN, Partners and Government Stakeholders, other partner and beneficiaries and represent in provincial forums 
  • Support and assist PIN’s MEAL department, programs department, local partners, and external evaluation partner to ensure regular program monitoring, evaluation and learning.  
  • Provide leadership to provincial partner chapters and to the programme team, offering guidance, support, and ensuring the quality of project delivery is understood and upheld by all team members. 

 

Representation and Networking  

  • Ensure that PIN is well represented and visible within the donor community, among the consortia and stakeholders mostly in provincial and district (clusters, local/provincial/ government, AIN working groups) 
  • Support PM and together with MEAL Manager, Partnership Manager and Communication & Advocacy Manager, engage in project-learning based PIN’s positioning and advocacy, development of learning papers and selection of advocacy points, engage in advocacy and policy dialogues where appropriate in provincial/district 
  • Liaise with concerned government stakeholder and other existing partners in the assigned province, district, Rural Municipality, Community and maintain healthier professional relationship.   
  • Provide support to the Program Managers/GIEN lead and partners to organize provincial / district level/local level/orientation/induction in relation to ACCESS project.  
  • Communicate regularly with PM and project team, including MEAL, safeguarding, GEDSI and ensure project visibility working closely with Communication  
  • Timely communicate/report to Child Protection Focal Person to ensure safeguarding of child/adult at risk. 

 

Mainstreaming and Quality Management  

  • Support PM mainstreaming and strengthening of GEDSI, GBV mitigation, climate change, DRR and safeguarding agendas within programme planning and implementation;  
  • Assist PM and work closely with ACCESS MEAL Coordinator, MEAL Manager and team to ensure that project-based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work;  
  • Ensure and strengthen quality focus within the project, across all cross-cutting components in field level 

 

 

Program Operations Management 

  • Assist Program Manager in operational management of the project including following financial, admin, logistics, communications tasks to ensure full compliance with PIN's and donors financial and procurement procedures.   
  • Work closely with the Program Manager to ensure that partner complies with contractual obligations.   
  • Lead along with M&E unit to ensure that the partners are on track in terms of meeting deadlines and producing quantitative and qualitative deliverables.   
  • Monitor and support Child protection focal person to monitor field staffs and partners’ adherence to PIN’s policies and internal procedures, protocols, PIN’s Code of Conduct, with special attention to Safeguarding Standards and Procedure, Case Handling Framework, Child Protection, safeguarding and Do No Harm policies; immediate reporting and redress of any complaints and issues based on its severity 
  • Ensure Branding and Marketing is well reflected and is practiced in all activities as guided by the EU-ACCESS and PIN’s Communication Guideline. 

 

Requirements 

Master’s degree in education, social science/work, rural development, or relevant field, with at least 4 years of demonstrated work experience or Bachelor’s degree with 6 years of work experience with an I/NGO in the following areas: 

  • Knowledge and engagement / implementation of SESP ad ReAL, inclusive education, engagement in provincial AIN, clusters and relevant forums, working/handling CSOs and partnership skills will be value added 
  • Knowledge of working modality with MUAN, NARMIN, province-level GIEN, SMC and PTA federations and their mobilization 
  • Technical capacities to implement inclusive education methodologies and approaches and mobilization including strengthening of CSOs, Transparency and accountability of education plans across Local Government (LGs) 
  • Proven experience in Girls and Inclusive Education Network across three tiers/school 
  • Local language proficiency (Bajika, Bhojpuri, Maithili, Tharu) will be a plus.  
  • Nepali typing can be added value
